Subscription Changed Successfully - Partial Upgrade

When a partial upgrade is performed (where the upgraded quantity is less than the initial subscription quantity), the platform sends a notification about the successful subscription change, including details of the quantity decrease.

  To: User involved in event
  Cc: (optional): Reseller Primary
  Bcc: (optional)
