Common order errors and solutions
Introduction
This article explains common errors that may occur when placing orders and provides solutions to resolve them. Understanding these errors will help you quickly troubleshoot and successfully complete your orders.

How to identify order errors
When an order fails to process, you will see Provisioning Failed in the Order Status field. Hover over the Provisioning Failed text to view a message explaining why the provisioning could not be processed.
You can find an overview of successful and failed orders in the Order Status report.
Common order errors and solutions
Pending operation on subscription
Error message: "There is a pending operation on subscription X. Please try again in 24 hours"
Solution: Wait 24 hours and place the order again. The vendor may have processes running that temporarily prevent new orders from being placed.
Incomplete or missing billing information (Microsoft Subscriptions)
Error message: Order cannot be completed due to missing or invalid billing information
Solution: Orders cannot be completed if billing information is missing or the email address is invalid. To resolve this issue:
- Confirm that all information has been filled in correctly in the Microsoft 365 Admin Center or Microsoft Partner Center. Check for missing address lines, postal codes, and other required fields.
- Wait for overnight synchronization, or synchronize the information manually from the Microsoft Partner Center for immediate effect.
- Resubmit the order once the information is updated.
Multiple Azure plans
Error message: More than 1 Azure plan detected
Solution: Only one Azure plan can be purchased per Customer. If you need to suspend the Subscription, all active Subscriptions must be suspended first via Microsoft Partner Center or Azure Portal. Note that there are no limitations on the number of Azure Subscriptions inside an Azure plan.
Reseller and customer domain conflict
Error message: The Reseller Domain cannot be the same as the Customer Domain
Solution: The Reseller and Customer cannot use the same Domain. For example, if the Seller email address is john@example.com, you cannot place an order for a Customer using an email address like customer@example.com. Use a different Domain for the Customer Organization.
Microsoft Customer Agreement not accepted
Error message: MCA has to be updated in the Microsoft Partner Center
Solution: Before completing the purchase, either:
- Provide Partner confirmation of the Customer's acceptance of the Microsoft Customer Agreement, or
- Have the Customer accept the Microsoft Customer Agreement in the Microsoft 365 Admin Center.
Education product provisioning failed
Error message: Order provisioning failed for Education Product
Solution: The Customer profile is not set as Educational in the Microsoft 365 Admin Center or Microsoft Partner Center. This setting can only be changed by contacting support and requesting to change the Organization type.
Internal error
Error message: An internal error occurred
Solution: Try resubmitting the provisioning. If the error persists, contact support for assistance.
Summary
Order errors appear as Provisioning Failed in the Order Status field with detailed error messages available on hover. Common issues include pending vendor operations, incomplete billing information for Microsoft products, Azure plan limitations, Domain conflicts between Sellers and Customers, missing Microsoft Customer Agreement acceptance, incorrect educational profiles, and internal system errors.
